Captain Ravi Dey has 20 years seagoing experience on various types of tankers and 8 years in the dry cargo fleet, including 15 years as master. He sailed with Great Eastern SHipipng Company (1975-1984), then joined V.Ships, where in 1995 he was involved in getting V.Ships' first ever safety management certificate. In 1999 he joined Tschudi and Eitzen Ship Management Alliance (TESMA), sailing until 2003, when he came ashore to join Emarat Maritime.

McKelvie has extensive experience in ship management, ISPS, ISM and ISO (including 14001) preparation and audits, sale and purchase, vetting inspections, port state control preparation, condition surveys and teaching/training. He is based in Dubai.

Evolution in safety management systems.
Mohammed Javed is QHSE Manager, Mid East Shipmanagement, a company established as a joint venture between National Shipping Company of Saudi Arabia (NSCSA) and the Acomarit Group (since acquired by V.Ships) in 1996. The company began manages twenty-two Ships, composed of nine Chemical Carriers, nine VLCC’s, and four Ro-Ro's.

Thomas E Allen is manager of commercial and support department with Vela International Marine. He has worked in the tanker industry for over 40 years, including 23 years with Texaco, including three years as a deck officer on tankers and five years in Texaco's oil trading and supply department. He joined Vela / Saudi Aramco in 1988, working for three years as manager of operations in Saudi Petroleum International Inc New York, and four years as manager, transportation services in Saudi Petroleum Overseas Ltd in London, four years as manager of Vela's marine operations department and relief assignments as president of Vela.

Captain Subroto Ghosh is manager of fleet operations, designated person ashore (DPA) and company security officer (CSO) with Oasis Maritime Services in Dubai. He was previously manager fleet operations with Emarat's sister company Emarat Maritime since 2001. Before that he was a master mariner with Wallem Shipmanagement, serving on tankers, bulk carriers and container ships.

2.00 - Capt Juggie Brar, managing director, Prime Tankers How the relationship between oil majors and the tanker industry is changing - experience as a oil major vetting inspector and as a manager of tankers. How the system is evolving.
Capt Jugwinder Singh Brar, managing director, Prime Tankers has worked in the shipping industry for 20 years with specialisation in oil tankers. He has worked as an auditor / vetting inspector for certain oil majors while working in Singapore as a manager with a Japanese shipping company. In Dubai he has been responsible for the growth of a tanker company from 2 vessels to 14 vessels in 2 years. Prime Tankers currently has 8 vessels, with 2 more entering management in the next 2 months.

Ranjan Mookherjee is operations manager of International Tanker Management, a shipmanager based in Dubai which is owned by the Wilhelmsen Group of Norway, which is well respected worldwide for being at the higher levels of TMSA.
3.00 Captain Steve Blair, head of Safety, Environmental & Security Certification ABS Europe, American Bureau of Shipping - systems to improve professionalism of tanker operations
Stephen Blair is head of safety, environmental and security certification, ABS Europe, responsible for the administration of ISM Code, HSQE certification services and ISPS Code to marine management companies within the division, a position he has held since December 2000. He joined ABS in August 1996 as a surveyor and auditor in ABS Dubai office. Before joining ABS, he was at sea for 16 years in command of crude oil tankers, and has also spent a number of years working for independent marine surveying companies carrying out ship vetting inspections on behalf of oil majors and was appointed flag state inspector on behalf of two of the major Flag Administrations. He has also spent time as a P & I and cargo surveyor.

On April 18, 2007, Tanker Operator magazine will be holding a one day conference in Dubai about how tanker operations systems are evolving.
Continuing our series of Tanker Operator conferences held in Oslo, Rotterdam, Athens (twice), Singapore, Hong Kong and Cyprus, we will invite senior marine, safety, technical and general managers of shipping companies to talk about how they see tanker operations evolving, and the systems they are implementing to meet the growing challenges.
Oil majors are becoming more demanding, seafarers need to get more competence faster and are more demanding, shipping companies need to assess seafarer competence, and tanker operators need to do more with less. Meanwhile there are continuing demands for new crews, from new product tankers to serve Middle Eastern refineries, and growth in the LNG fleet.
Tanker operators have a big repertoire of tools to help them meet the challenge, including TMSA, seafarer competency assessment tools, shipboard reporting tools, company communication systems, KPI systems, machinery risk management systems, condition maintenance systems.
