This conference is created for tanker company marine managers, general managers and safety managers, who are involved with TMSA implementations. Also people involved in TMSA audits (oil major / independent vetting managers and auditors), people producing services related to TMSA (software, computer based training, electronic charts, consultancy), and people involved in other areas of vessel assessment / inspection (flag regulators, P and I) who want to improve their understanding of TMSA, what it can achieve and the industry attitude to it.
The maritime industry has adopted a wide spectrum of different attitudes to TMSA, ranging from changing the entire company safety department around it (BW Shipping), to ignoring it completely. Capt. R.R. Jatar joined the Univan Hong Kong Office in 2002 as a superintendent in the technical department after having spent 20 years at sea,five of which were spent sailing on Univan ships. He has spent two years as a lecturer in nautical subjects and as safety auditor. He was technical manager of Univan's Fleet C for eight months and took over the safety and quality manager's role in September 2005

Captain Dinesh Pradhan is marine operations manager of Teekay Shipping (Singapore). He represents Teekay on the Intertanko Vetting Committee. He is chairman of Singapore Shipping Association's sub-committee on maritime security and safety and sits on the Singapore Shipping Association's Technical committee and Tanker sub-committee. He joined Teekay in 1993 as chief officer and master, coming ashore in 2001. On Monday September 4th, we will be holding the fifth of our series of Tanker Management Self Assessment (TMSA) conferences in Hong Kong, for senior safety / technical / general managers of shipping companies, as well as suppliers involved in TMSA (such as class societies, software companies, shipping agents), perhaps also vetting companies and oil majors, to meet and discuss how TMSA is evolving as a system and how best to approach it.
Conference chairman and consultant conference producer, once again, is Dimitris Lyras of Lyras Shipping, who has an intimate knowledge of both the challenges tanker operators face, how a system like TMSA can potentially lead the industry into a new professional arena, and how to create and implement the management systems which allow this to be achieved.
There are plenty of big unanswered questions, mainly relating to the effort - reward dynamic. Many people are cynical that any management system in shipping can cause benefit, having seen so much badly created systems and cheating going on. Many people are cynical that oil majors will ever pay more for higher scoring vessels.
If the situation works properly, then better tanker operators will be able to earn more money in management fees, their principals getting higher utilisations and charter rates. Tanker operators will be able to pay more money for better and more motivated seafarers and spend more money on their quality of life onboard, justifying this expense through their increased returns.
Is this the only desirable way the industry can evolve, or an unrealistic expection? Only the tanker industry can decide. If you want to be part of the discussion, then you should come to our conference.
